ATTORNEY JOSÉ ANTONIO MULINO SEQUEIRA has been a partner at SANJUR Y ASOCIADOS since 2006, and he has over 20 years of experience specializing in consulting in Public Procurement and Administrative Law, in which he excels academically and professionally.
Mr. Mulino provides advice to national and international companies in all areas related to administrative procedures in governmental, autonomous, and semi-autonomous entities, as well as Civil, Commercial, Tax Law, and Public Procurement.
He obtained his Bachelor’s Degree in Law and Political Science from the University of Panama in 2003, followed by a Master’s Degree in Tax Law from the University of Seville in Spain in 2005, and a Postgraduate Degree in Administrative Law from the Latin University of Panama in 2010.
He served as a Senior Official in the Second Civil Circuit Court and as the Director of the Law School of the Faculty of Law and Political Sciences of the Santa María La Antigua University (USMA).
Furthermore, he was a member of the legal team that drafted Law 22 of June 27, 2006, which regulates Public Procurement and dictates other provisions, as well as the reforms introduced in 2017 and 2019. He was also part of the consulting team that created the Panama Tourism Authority and its regulations in 2008.
He is a member of the National Bar Association, the Panamanian Association of Business Executives, the Panamanian Association of Intellectual Property Law (APADEPI), and is currently the President of the Panamanian Academy of Administrative Law (ACPADAM) and the Public Procurement Commission of the Panamanian Chamber of Commerce, Industries, and Agriculture of Panama.
