ATTORNEY ADRIANO SANJUR ROSAS founded the firm SANJUR & ASOCIADOS in 1997. With over 40 years of experience in the legal profession, he is known for his expertise in Administrative Law, specifically in Public Procurement, which includes various contractor selection procedures and contracts with the Panamanian State.
Mr. Sanjur provides legal advice to national and international companies in matters related to administrative procedures in governmental, autonomous, and semi-autonomous entities, as well as Civil, Commercial Law, and Public Procurement.
He graduated from the University of Panama with a degree in Law and Political Science in 1980. Later, he obtained a certification in customs techniques from the National Customs Training School in Mexico (1980) and another certification in customs techniques for Ibero-American customs officials from the Official Customs School in Madrid, Spain (1983).
Mr. Sanjur has held several key positions such as Director General of Customs in Charge, Regional Customs Administrator, Head of the Legal Department of the General Directorate of Customs, and Head of the Legal Department of the General Directorate of Supply and Expenses of the Ministry of Finance and Treasury.
He was responsible for drafting Law 22 of June 27, 2006, which regulates Public Procurement and other provisions, as well as the reforms introduced in 2017 and 2019 and their respective regulations.
He is a member of the National Bar Association, the Panamanian Association of Business Executives, the Pacific Rotary Club, the Panamanian Academy of Administrative Law, and the Chamber of Commerce, Industries, and Agriculture of Panama.
